| Bills and collection efforts from this office are the expenses incident to a court action and consist of accumulated fees allowed by the Tennessee statutes to the Chancery Court Clerk & Master for various specified acts and services connected with procedure in court. Court expenses or costs in Chancery Court are taxed against such party, or parties as the Chancellor, in his discretion, may deem equitably liable therefor, in view of all circumstances of the action. The discretion exercised by the Chancellor in adjudging who is to pay the expenses of an action is not arbitrary or capricious, but equitable, resulting from his consideration of the entire case. The Clerk & Master’s office is responsible for preparing a bill of cost and collecting said bill after adjudication by the Chancellor in an action before him.
