Judge Person, Juvenile Court Judge, is assisted in his judicial duties by referees appointed by the Judge. The Judge may direct any case or class of cases to be heard in the first instance by a referee. A referee has the same authority and powers as the Judge. Any party dissatisfied with the decision of the referee may petition for a hearing before the Judge.

Office of Advocate for Non-Custodial Parents
The Office of Advocate for Non-Custodial Parents was created by Judge Person to provide assistance to pro-se litigants, so that the Courts are open and accessible. An attorney is available to advise parents on the law, and provide guidance on the use of the proper legal forms to help them get their matter before the Court. However, no attorney-client relationship is established.
Office of the Guardian ad litem
The Office of the Guardian ad litem, created in 2006, is charged with assuring competent Guradian ad litem representation for children in required Juvenile Court cases in compliance with Federal and State laws and Juvenile Court policy and procedure. The Office is also charged with serving as a liaison between guardians ad litem, other attorneys, the Department of Children's Services, departments within Juvenile Court, and other private and governmental agencies to promote the best practices and policies in dealing with affected children.
Public Defender
The Juvenile Defender's Office provides legal defense to all indigent juveniles detained on delinquency matters, which include felony, misdemeanor, unruly, paternity and truancy cases. If felony cases of 13 to 18 year olds are transferred to the adult Criminal Justice Complex, the Juvenile Defender's Office works directly with the Shelby County Public Defender's Office to provide all records and documentation. Felony charges include aggravated robbery, robbery, aggravated kidnapping, kidnapping, aggravated assault, rape and murder I and II. Misdemeanor, unruly, paternity and truancy cases are defended in Juvenile Court.
The Juvenile Defender's office also works with the families, clergy, support organizations, schools and mental health facilities to protect the juvenile's interest and litigate for placement in the appropriate program for rehabilitation.
Juvenile Defenders also represent indigent adults, both incarcerated and walk-ins, charged with Contempt of Court for either failure to pay Child Support or failure to comply with Parental Visitation Orders.
