Mission
The purpose and mission of the Youth Services Bureau is to develop, manage and supervise community-based programs for children in Shelby County who require supervision by the Court and youth who would otherwise be committed to the Tennessee Department of Children’s Services (DCS).
Goals and Objectives
Using a sensible, not sanctimonious approach, the goals of the Youth Services Bureau are to correct, re-educate, redirect and habilitate unruly and delinquent children who come before the Court.
Services and Programs
The Youth Services Bureau, Program Services Section encompasses the following:
- Contract Placements
- The Hanover House Home Confinement Program
- The Re-entry Program
The Contract Services Section of the Youth Services Bureau is responsible for monitoring services for children who are placed at one of the facilities within the Youth Services Bureau’s Continuum of Care. These facilities are:
- Compass Intervention Center
- The Reconation Academy
- The Shelby Training Center
- The Youth Habilitation Center
Hardware Secure Facility for Females with Special Needs:
- The Compass Intervention Center has a two-bed capacity for females adjudicated delinquent and in the custody of the Youth Services Bureau with special needs or mental health issues. This program is accredited by The Joint Commission on Accreditation of Healthcare Organizations (JCAHO).
Hardware Secure Facilities serving adjudicated delinquent youth:
- The Reconation Academy is a facility for adjudicated delinquent females with a 24-bed capacity. This program is accredited by the American Correctional Association.
- The Shelby Training Center is a program for adjudicated delinquent males with a capacity of 175 beds. This program is accredited by the American Correctional Association.
- The Youth Habilitation Center has a maximum capacity of 26 beds for adjudicated delinquent males. This program is accredited by The Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and The Commission on Accreditation of Rehabilitative Facilities (CARF).
Home Confinement, Intensive Aftercare, and Reentry:
- Hanover House is the Court’s home confinement program for delinquent juveniles who are placed in the custody of the Youth Services Bureau utilizing state of the art technology and intensive case management.
- The Re-entry Program is designed for adjudicated delinquent youth placed in hardware secure placement by facilitating successful reentry to the community through discharge planning. A discharge plan is formulated and begun on the first day of the youth’s placement. Program involves intensive aftercare and strengths-based case management. It may involve not only his family, but also a variety of other support systems to the child and family as well as other community resources as required.
